Can I build a duplex in Gallatin?

By right, only R6 lists two-family (duplex) dwellings among its permitted uses (§06.08.020); duplex lots there need 6,000 sq ft for the structure. In R10, a duplex is a conditional use requiring Board approval under §15.06 (§06.06.020.C), and OR treats two-family dwellings as conditional too (§07.08.010). R8 permits attached dwellings and townhouses instead of a stand-alone duplex row, and A, R-40, R-20, and R-15 do not list duplexes at all. PRD/SP/PUD parcels follow their approved plans.
