What is the difference between permitted, special, and accessory uses in Troy, Michigan?
Troy sorts every land use into four categories in its use table (Section 4.21):
- P (permitted): allowed by right in that district. No discretionary approval is needed, though building permits and other reviews may still apply.
- S (special approval): allowed only after a public hearing and special use approval, decided by the Planning Commission (Section 9.02.D).
- A (accessory): allowed as a secondary use that supports a main use, such as a home occupation or a detached garage on a residential lot.
- NP (not permitted): not allowed in that district.
If a use does not appear in the table, the Zoning Administrator determines the most similar listed use and applies that classification (Section 4.05.C).
The practical difference is process. A permitted use can move straight to permits. A special use must satisfy the standards in Section 9.03 and win approval first. When in doubt, call Planning at 248-524-3364.
