Are apartments allowed in Troy's IB district?
Yes. Multiple-family dwellings are permitted by right in Troy's IB (Integrated Industrial and Business) district, both in the 2 to 8 story range and at 9 or more stories under the standards of Section 6.32 (Section 4.21).
That makes IB unusual. The district's by-right list mixes housing with industrial and business uses:
- Manufacturing and laboratories
- Warehousing and R&D
- Truck terminals and self-storage
- Multiple-family dwellings
Special uses in IB include outdoor storage, materials recovery, adult businesses, and oil and gas wells (Section 4.21).
An apartment project in IB still needs site plan approval. The Planning Commission acts on the preliminary site plan with 5 concurring votes, and final approval is handled administratively by the Planning Department (Sections 8.02, 8.03).
