Food and beverage services are permitted by right in the C-1 Central Business, C-2 General Commercial, C-3 Restricted Commercial, C-4 Neighborhood Service Business, and C-5 Highway Service districts, and take-out food service is listed in C-2 and C-5. In the industrial districts a restaurant needs special exception approval from the Board of Zoning Appeals. Plan for the Section 4.010 parking rows (about 1 space per 100 sq ft for drive-through or alcohol service rows), sign permits under the April 2026 Sign Ordinance, and site plan review under Section 3.120. Alcohol sales add state licensing and the retail alcoholic beverage rules noted in C-2.
