How do I know if my property is in a Planned Area Development?

Check the zoning district on the city's zoning map or GIS zoning layer; PAD and Preliminary PAD (P-PAD) are listed as their own zoning classifications alongside the base districts (Sec. 1-1-3). A large share of Goodyear, including the Estrella and Palm Valley master-planned communities, is zoned PAD. Inside a PAD, uses, densities, and dimensional standards (lot size, setbacks, height) are set by that property's own adopted development plan and PAD ordinance, not by the base district tables in this pack (Sec. 3-5-2, Sec. 3-5-4). A Preliminary PAD designation carries no development rights at all until the property is rezoned to Final PAD, generally within two years (Sec. 3-5-3). Call Development Services at 623-932-3004 or search the property's zoning case history for the specific PAD ordinance number before relying on any base district rule for a PAD-zoned parcel.
