Newly annexed land is initially treated under the City zoning classification closest to its prior Maricopa County classification, for up to six months, until the City Council adopts a City zoning district (Sec. 1-1-6-A). Existing lots of record that are smaller than the district minimum may still be used as a building site if they meet applicable setback, height, coverage, parking, signage, and Site Plan standards (Sec. 1-1-6-C-3).

The Middle Housing Overlay District implements Arizona's statewide middle housing law, A.R.S. Sec. 9-462.13 (Ord. 25-1642, passed 12-15-25). Within one mile of the city's designated Middle Housing Central Business District, duplexes, triplexes, fourplexes, and townhomes become a permitted use on single-family-zoned lots, subject to statutory exceptions (unincorporated land, land lacking water or sewer service, airport vicinity land, and similar carve-outs in Sec. 9-3-3). Middle housing development follows the underlying single-family district's setbacks, design, and height, with a minimum of 1 parking space per unit and a cap of one duplex, triplex, or fourplex (or one attached townhouse pair) per eligible parcel (Sec. 9-3-4).
