Can I build a duplex, triplex, or fourplex on a single-family lot?
Only inside the Middle Housing Overlay District. Adopted December 15, 2025 (Ord. 25-1642) to conform with Arizona's statewide middle housing law (A.R.S. Sec. 9-462.13), the overlay makes duplexes, triplexes, fourplexes, and townhomes a permitted use on single-family-zoned lots within one mile of the city's designated Middle Housing Central Business District, and on up to 20 percent of a new development site larger than 10 contiguous acres. Statutory exceptions apply: unincorporated land, land lacking urban water or sewer service, and land in the vicinity of a military or public airport are not eligible (Sec. 9-3-3). Where it applies, middle housing follows the underlying single-family district's setbacks, design, and height, with a minimum of 1 parking space per unit and a cap of one duplex, triplex, or fourplex (or one attached townhouse pair) per eligible parcel (Sec. 9-3-4). Outside the mapped overlay, a duplex is limited to the R2 district and townhomes to their own zoning.
