Can downtown or office buildings have upper-story apartments in Rochester?

Upper-story apartments may be permitted in CBD, B-1, O-1, and O-2. Section 2111 says they require special exception approval and must meet standards for floor area, parking, access, and design. Parking may be on site, nearby private property by ownership or lease, overnight permit parking in a city lot, or fee in lieu where allowed.
