Variances go to the Board of Zoning Appeals (§15.04): a written application on Board forms with the required fee, a hearing within 60 days of filing, and direct-mail notice to all adjoining owners of record, including across streets (§15.05.010–.020). The Board must make findings of fact under §15.05 standards. A variance does not rezone property or authorize a prohibited use.
