What can I open in a B-3 zoned building in Novi?

B-3 General Business is Novi's widest-open commercial district. By right (Section 3.1.12.B): retail stores, retail service businesses, businesses performing services on premises, professional services, professional and medical offices, dry cleaning pick-up stations, fueling stations, outdoor produce and seasonal plant sales, auto washes, new and used car salesrooms, bus stations, tattoo parlors, health and fitness clubs, microbreweries and brewpubs, day care and adult day care centers, and uses similar to those.

With special land use approval after a public hearing (Section 3.1.12.C): outdoor vehicle and RV sales lots, motels, drive-in or open front stores, veterinary clinics, plant nurseries, public or private indoor and private outdoor recreation facilities, mini-lube shops, and fast food restaurants including drive-throughs (Section 4.40). Outdoor produce and seasonal plant sales appears in both the permitted and the special land use columns of the district page, so expect the city to apply the Section 4.30 conditions either way.

House rules: everything except the listed outdoor sales uses must operate inside a completely enclosed building, and no truck well or service bay door may face a major thoroughfare or abutting residential district (Section 3.10.3). Before signing a lease, check the parking math for your use against Section 5.2.12 and confirm any change of use with the Community Development Department, since a use change that increases parking demand triggers site plan review (Section 6.1.1.B.iii).
