Can I open a marijuana business in Novi?

No. Pursuant to its opt-out under the Michigan Regulation and Taxation of Marihuana Act, Initiated Law 1 of 2018, MCL 333.27951 et seq., all marihuana and marijuana establishments are prohibited within the boundaries of the City of Novi (Section 4.92, amended by Ord. 18.282, 7-08-2019).

The prohibition is citywide and use-based, so it does not matter which zoning district a property sits in: retail, growing, processing, secure transport, and safety compliance facilities are all unavailable in Novi. This covers commercial establishments; personal conduct protected by state law is a separate matter outside the zoning ordinance.
