A large share of the city, including the Estrella and Palm Valley master-planned communities, is zoned PAD, where the specific PAD ordinance controls instead of the base district table (Sec. 3-5-2). This pack covers incorporated Goodyear only; unincorporated Maricopa County land uses county zoning.
