It very likely is. Celina is one of the fastest-growing cities in Texas, and a live check of the city's GIS zoning layer (2026) found 143 distinct numbered Planned Developments (PD#1 through PD#164 and counting) covering roughly two-thirds of all mapped acreage citywide, versus about 20 base, legacy, and overlay district codes covering the rest. A PD's adopting ordinance sets its own base zoning district reference, permitted uses, and dimensional standards (setbacks, height, lot coverage, parking, and more), and those standards control over the base Zoning Ordinance wherever the PD ordinance addresses them; where the PD ordinance is silent, the base Zoning Ordinance fills in (Sec. 14.02.501). This pack's base-district rules do not apply as written to a PD-zoned parcel. Look up the property's PD number on the city's public GIS (celina-public-gis-celinatx.hub.arcgis.com) or with Development Services at 972-382-2682, then get that specific PD's adopting ordinance from the city's ordinance archive. This pack covers incorporated Celina only; Celina's ETJ and unincorporated Collin or Denton county land have no municipal zoning.
