Do I need site plan review for my project in Orion Township?
If it is anything beyond a single-family house, probably yes. Site plan submission is required for any building permit except a detached single-family house and its accessory buildings (Section 30.01.B.2).
Table 30.01B lists the triggers: new buildings or principal uses, additions of 10 percent or more to an existing building, buildings with two or more dwelling units, wireless facilities, non-residential uses in residential districts such as churches and schools, new parking lots or changes affecting 6,000 square feet or 10 percent of an existing lot, major landscape or driveway changes, extensive grading, outdoor sales areas over 1,000 square feet, PUDs, and any condominium development (Section 30.01.B).
Process mechanics:
- The Planning Commission makes the final decision (Section 29.02.E.3).
- Materials go in at least four weeks before a Planning Commission meeting, with copies to the Road Commission, county Water Resources and Health departments, and utilities (Section 30.01.C.6).
- No building permit issues until the site plan is approved (Section 30.01.C.2).
- Smaller modifications may qualify for administrative review if the Planning Commission agrees they meet the minor modification criteria (Section 30.01.B; Section 30.01.D).
- A performance guarantee deposit is standard (Section 30.09).
