Can I use this property for retail?

Retail Uses are permitted by right (P) in the Commercial & Mixed-Use Districts NMX, DMX, RMX, and CB, in the mixed-residential MXR district, and in the Employment/Campus IVMX district, permitted as an accessory use (A) in BRT, and require a Conditional Zoning District (CD) in NR and NCR (Table 3.2-A, verified cell by cell against a rendered image of PDF p.4). Retail is prohibited outright in RR, SR, SP, and HI. Some retail subtypes (fueling stations, drive-in/drive-through, vehicle sales, tobacco stores, adult establishments) carry their own additional standards or district limits under Sec. 3.3.5. Confirm the parcel's Base District with Development Services (311 or 919-577-3111) before assuming a retail use is allowed.
