Can I use this property for retail?
Retail sales is a conditional use, never permitted outright: it is allowed with conditions in NB, LB, GB, HC, MU, PA, and EC, and prohibited in the residential, office (PO), industrial, and open space districts (Table 11.02.064). The Sec. 11.02.092(44) conditions ban drive-through or drive-up drop-off by personal vehicle and cap a single retail tenant at 40,000 square feet in the LB district. Grocery stores are tracked separately (permitted in GB and HC, conditional in NB, LB, MU, PA, and EC, with a 24,000 square foot cap in LB per Sec. 11.02.092(29)). Because these are conditional uses, the standards must be met as a condition of occupancy; confirm the district and any CO, EC, or PD conditions with the Planning Division before leasing or buying.
