DR — Development Reserve

Single-family detached dwellings and public schools are permitted. Accessory dwelling units, bed-and-breakfast facilities, community gardens, community homes, family homes, home occupations, industrialized homes, and manufactured homes are conditional uses subject to Sec. 11.02.092. DR is the automatic zoning for newly annexed territory until permanent zoning is assigned (Sec. 11.02.004).

ES — Estate Residential

Single-family detached dwellings and public schools are permitted; private schools are a special use. Accessory dwelling units, community gardens, community homes, family homes, and home occupations are conditional uses subject to Sec. 11.02.092. Duplexes and mobile homes are prohibited citywide (Table 11.02.063).

SR — Suburban Residential

Single-family detached dwellings and public schools are permitted; private schools are a special use. Accessory dwelling units, community gardens, community homes, family homes, home occupations, industrialized homes, and manufactured homes are conditional uses subject to Sec. 11.02.092 (Table 11.02.063).

SU — Semi-Urban Residential

Single-family detached dwellings and public schools are permitted; private schools are a special use. Community gardens, community homes, family homes, home occupations, and industrialized homes are conditional uses subject to Sec. 11.02.092. Accessory dwelling units are not allowed in SU; they are conditional only in DR, ES, and SR (Table 11.02.063).

UR — Urban Residential

Townhomes are a conditional use subject to Sec. 11.02.092(48): each residence needs an attached or detached garage, groupings may not exceed 150 feet in length, and primary entrances must face the street. Community gardens, community homes, family homes, home occupations, and industrialized homes are also conditional. Single-family detached dwellings are not listed as permitted in UR (Table 11.02.063).

MF — Multifamily Residential

Apartments are a conditional use, allowed only on properties that were zoned MF as of the effective date of Chapter 11 and subject to the garden-style apartment standards of Sec. 11.03.153(G) (Sec. 11.02.092(8)). Community gardens, community homes, and home occupations are also conditional. The city states no new MF zoning will be granted (Table 11.02.002).

NB — Neighborhood Business

General office, medical office, personal services, government offices, and public schools are permitted. Retail sales, grocery, dine-in restaurants, adult day care, and home occupations are conditional subject to Sec. 11.02.092. Drive-through restaurants are not allowed in NB (Table 11.02.064).

LB — Local Business

Banks, colleges, medical clinics and offices, general office, and personal services are permitted. Retail sales (single tenant capped at 40,000 square feet in LB, Sec. 11.02.092(44)), grocery (capped at 24,000 square feet in LB, Sec. 11.02.092(29)), dine-in and drive-through restaurants, and adult day care are conditional (Table 11.02.064).

GB — General Business

Grocery, banks, medical clinics and offices, general office, personal services, and colleges are permitted. Retail sales, dine-in and drive-through restaurants, hotels, automobile minor service and rental, and retail nurseries are conditional subject to Sec. 11.02.092 (Table 11.02.064).

PO — Professional Office

General office, medical office and clinics, banks, personal services, and colleges are permitted. Dine-in restaurants are conditional. Retail sales, grocery, and adult day care are not allowed in PO (Table 11.02.064).

HC — Heavy Commercial

Automobile major repair, automobile minor service, grocery, general office, retail nurseries, and colleges are permitted. Retail sales, warehouse and distribution, and dine-in or drive-through restaurants are conditional. Automobile sales and self-storage facilities are special uses requiring Planning and Zoning Commission and City Council approval (Table 11.02.064; Sec. 11.02.091).

LI — Light Industrial

Warehouse and distribution, light manufacturing and fabrication, automobile major repair, general office, retail nurseries, and colleges are permitted; food processing and construction sales are conditional with indoor-operation conditions, and general manufacturing is a special use (Table 11.02.064; Sec. 11.02.092). Retail sales and restaurants are not allowed in LI.

HI — Heavy Industrial

The most intense uses in the city: warehouse and distribution, automobile major repair, and manufacturing-type uses are permitted, with conditional standards for uses such as food processing (Sec. 11.02.092). Retail and residential uses are not allowed (Tables 11.02.063 and 11.02.064).

H — Hospital

Medical clinics, medical offices, general office, personal services, and colleges are permitted; hospital services require a minimum 10 acre site (Sec. 11.02.092(31)). Dine-in restaurants and adult day care are conditional (Table 11.02.064).

PS — Public Services

Government offices, public schools, general office, and colleges are permitted; adult day care and community gardens are conditional (Tables 11.02.063 and 11.02.064). PS is intended for public, semi-public, and institutional uses (Table 11.02.002).

OG — Open Space Greenbelt

Greenbelt and passive park uses; public schools and community gardens are the main listed allowances (public school permitted, community garden conditional). Most residential and commercial uses are not allowed (Tables 11.02.063 and 11.02.064).

OR — Open Space Recreation

Active park and recreation uses: parks, playgrounds, and outdoor recreation athletic fields and facilities are permitted, along with government offices and public schools (Table 11.02.064). In residential districts and MU or PA the athletic-field use is conditional under Sec. 11.02.092(38) (access and lighting conditions). Most commercial uses are not allowed in OR.

MU — Mixed Use

Apartments, general office, medical office, and personal services are permitted. Retail sales, grocery, dine-in restaurants, hotels, banks, home occupations, and bed-and-breakfast facilities are conditional; drive-through restaurants are a special use, and bank drive-throughs are prohibited in MU (Sec. 11.02.092(11)). TC — Town Center

Land use in the Town Center is controlled by the Town Center Code and the Regulating Plan, not the citywide use tables (Sec. 11.02.033). Allowed uses depend on the sub-area: Mixed Residential Area (Sec. 11.02.035), Town Center Area 1 (Sec. 11.02.036), Town Center Area 2 (Sec. 11.02.037), and Neighborhood Commercial Area (Sec. 11.02.038). Confirm the sub-area designation with the Planning Division before acting.

PA — Planning Area

PA carries its own column in the use tables: apartments, general office, and medical office are permitted; retail sales, grocery, restaurants, hotels, banks, and home occupations are conditional; drive-through restaurants are a special use (Tables 11.02.063 and 11.02.064). The district implements Comprehensive Plan planning areas such as Entertainment District, Educational Campus, Walkable Mixed Use, and Business Park.

CO — Conditional Overlay

CO is an overlay, not a base district: it layers supplemental standards over the underlying base district to address unique conditions of a property (Table 11.02.002). Uses and dimensions follow the base district as modified by the specific CO ordinance; obtain and read that ordinance before acting.

EC — Entertainment Center

EC is an overlay for high-intensity entertainment uses and venues layered over a base district (Table 11.02.002). It carries its own column in the use tables: apartments are permitted; retail sales, grocery, dine-in restaurants, hotels, home occupations, and bed-and-breakfast facilities are conditional (Tables 11.02.063 and 11.02.064).

PD — Planned Development
