Can I open a restaurant in GC?
Yes. Table 5 (Commercial Districts: Permitted and Conditional Uses, fetched directly this session) lists Restaurant, Full Service & Carry Out as permitted by right in GC, along with NC (closed 10 PM-6 AM per footnote 13), O (limited to inside an office building or park and capped at 15% of the building's or park's total constructed and occupied area, footnote 7, also closed 10 PM-6 AM), MXC, and DN; it is a conditional use in MXR; and it is not listed (not allowed) in HC or I. Restaurant, Quick Service is narrower: permitted by right only in GC and DN, a conditional use in MXC, and not listed in MXR, NC, O, HC, or I. "P" means permitted by right, "C" means a conditional use requiring Conditional Use Permit approval under Chapter 4.5, and a blank cell means the use is not allowed in that district. Site-specific Westlake or Planned Development conditions can still add or change requirements. Confirm the exact restaurant type, parking, signage, and site-plan requirements with the Planning Department before acting.
