Can I build a fence?

Yes, subject to Sec. 9.04.046(d). In residential districts, front yard fences are capped at 3 feet, and solid fences are not allowed in the front yard at all except in MD and MF (which need a 20-foot setback from the right-of-way). Chain link is limited to single-family lots and industrial sites. General fences are built between 6 and 8 feet tall from average lot grade. Corner lots have special rules: fences along opposing rear lot lines can go up to 96 inches (8 feet), but fencing in the area between the front building line and a side yard next to a street, or across an alley from an opposing side lot line, is capped at 30 inches. No fence may sit in the right-of-way or block a sight visibility triangle at an intersection (Sec. 9.04.041(f)). Start by confirming your zoning district and lot configuration with the Development Services Department at 972-924-2616. This pack covers incorporated Anna city limits only; ETJ and unincorporated Collin County land have no municipal zoning.
