Can I build a duplex in Ferndale?
Yes. A two-unit dwelling is permitted by right in R-1, Ferndale's base residential district, as well as in R-2, MXD-1, and MXD-2 (Section 2.05). That is unusual. Most neighboring cities restrict their base residential zones to single-family homes. In Ferndale, no special approval, variance, or rezoning is needed for a duplex on an R-1 lot.
The duplex must still meet the district's dimensional standards: minimum lot of 4,000 sq ft and 35 ft of width, 5 ft side setbacks, 20 ft rear setback, and 35 ft maximum height (Section 2.06). Parking is 1 space per dwelling unit (Parking Manual).
Review is administrative through the Building Department for one- and two-unit dwellings (Section 9.07). One caution: the form-based building type table in Section 4.05 does not clearly list a one- or two-unit building type for R-1/R-2, which appears to be a drafting error.
