SF — Suburban Farms

Special land uses in Suburban Farms (Section 5.01) include publicly owned buildings and parks, schools, places of worship (2 to 5 acre site, direct access to a major thoroughfare, 40 foot setbacks, Section 5.02.D), cemeteries (25 acre minimum, Section 5.02.E), public utility buildings, convalescent homes (5 acre minimum, Section 5.02.F), day care centers (1 acre minimum, Section 5.02.G), bed and breakfasts (up to 4 guest bedrooms, 14,000 square foot minimum lot, owner-occupied, Section 5.02.H), and group day care and adult foster care group homes (1,500 foot spacing, Section 5.02.I).

Special land uses are decided by the Planning Commission after a public hearing, with published notice and mailed notice to owners and occupants within 300 feet at least 15 days ahead (Section 30.02). A Planning Commission denial may be appealed to the Township Board (Section 29.01.B); special land use decisions are not subject to Zoning Board of Appeals review (Section 30.06.A).

R-1 — Single Family Residential (R-1)

Special land uses in R-1 (Section 6.01) include publicly owned buildings and parks, schools (5 acre minimum, 100 foot setback from residential property lines, Section 6.02.D), places of worship (2 to 5 acre site, direct access to a major thoroughfare, 40 foot setbacks, Section 6.02.E), cemeteries (Section 6.02.F), public utility facilities, public bathing beaches (Section 6.02.G), private nonprofit parks, swimming pool clubs (80 foot yards, Section 6.02.H), convalescent homes (Section 6.02.I), day care centers (1 acre minimum, on a major thoroughfare, Section 6.02.J), bed and breakfasts (up to 4 guest bedrooms, 14,000 square foot minimum lot, owner-occupied, Section 6.02.K), group day care and adult foster care group homes (1,500 foot spacing, Section 6.02.L), and keeping poultry or small livestock (Section 6.02.M).

Special land uses are decided by the Planning Commission after a public hearing, with published notice and mailed notice to owners and occupants within 300 feet at least 15 days ahead (Section 30.02). A denial may be appealed to the Township Board (Section 29.01.B).

R-2 — Single Family Residential (R-2)

The R-2 special land uses are the same list as R-1 (Section 6.01): public buildings, schools, places of worship, cemeteries, utilities, beaches, private parks, swimming pool clubs, convalescent homes, day care centers, bed and breakfasts, group homes, and small livestock keeping, each with the Section 6.02 conditions. The Planning Commission decides them after a public hearing under Section 30.02, and a denial may be appealed to the Township Board (Section 29.01.B).

R-3 — Single Family Residential (R-3)

The R-3 special land uses are the same list as R-1 (Section 6.01), each with the Section 6.02 conditions, decided by the Planning Commission after a public hearing under Section 30.02. A denial may be appealed to the Township Board (Section 29.01.B).

RM-1 — Multiple Family Residential (RM-1)

Special land uses in RM-1 (Section 7.01) include agriculture and farming, Planned Unit Developments, publicly owned buildings and parks, schools, places of worship (2 to 5 acre site, Section 7.02.C), and general hospitals (20 acre minimum on a major thoroughfare, 100 foot setbacks, Section 7.02.D).

The Planning Commission decides special land uses after a public hearing with notice to owners and occupants within 300 feet at least 15 days ahead (Section 30.02). A denial may be appealed to the Township Board (Section 29.01.B).

OP — Office & Professional

Special land uses in OP (Section 9.01) include emergency and extended hour medical clinics, hospitals (20 acre minimum on a major thoroughfare, Section 9.02.A), extended hour veterinary clinics with boarding or outdoor runs (5 acre minimum, 200 foot run setback, Section 9.02.C), mortuary establishments (25,000 square foot minimum lot, Section 9.02.D), light assembly ancillary to research and development (at most 40 percent of floor area, limited truck traffic, Section 9.02.F), day care centers and preschools (Section 9.02.G), assisted living facilities (Section 9.02.I), and retail or service uses incidental to the primary office or research use.

Inside the Lapeer Road Overlay District only, additional special uses are available: automotive retail, repair, and dealership facilities, equipment repair and sales, restaurants including drive-through, hotels and motels, showrooms tied to fabrication or wholesaling, and mini-storage and warehousing (Section 9.01, S* uses; Section 9.02.J). Outside the overlay these uses are not available in OP.

RB — Restricted Business

Special land uses in RB (Section 11.01): extended hour uses, emergency or extended hour medical clinics, outdoor cafes (Section 11.02.B), pharmacies with a drive-through, and banks or credit unions with a drive-through.

Extended hour and drive-through uses carry hard conditions (Section 11.02.A): buildings, canopies, and speaker boxes at least 100 feet from single-family or multi-family zoned or used parcels, parking and drive-through lanes at least 50 feet away, a 6 foot continuous buffer against abutting single-family parcels, a 60 decibel noise cap at the property line, and glare limited to 0.3 foot-candles at residential lines, dropping to 0.0 between dusk and dawn (Section 11.02.A.4).

GB — General Business

Special land uses in GB (Section 14.01): large-scale indoor recreation such as court sports and skating rinks, gasoline and fuel service stations, outdoor cafes (Section 14.02.D), drive-through restaurants (Section 14.02.A and I), conference and banquet facilities, large scale retail over 55,000 square feet (which must also meet Section 27.16), hotels and motels, overnight pet boarding and kennels, emergency or extended hour medical clinics, and extended hour uses generally.

Drive-through and extended hour conditions are strict (Section 14.02.A): buildings, canopies, and speaker boxes at least 100 feet from single-family or multi-family zoned or used parcels, parking and drive-through lanes at least 50 feet away, a 6 foot continuous buffer, a 60 decibel cap at the property line, and dusk-to-dawn glare of 0.0 foot-candles at residential lines.

Within the Lapeer Road Overlay District only, showrooms with on-site fabrication or wholesaling and mini-storage or warehousing are available as special uses (Section 14.02.J). The Planning Commission decides special land uses after a public hearing (Section 30.02); denials may be appealed to the Township Board (Section 29.01.B).

LI — Limited Industrial

Special land uses in LI (Section 16.01): health clubs, indoor recreation facilities such as batting cages and ice rinks (parking set by study, possible 40 foot height allowance, Section 16.02.B), restaurants without drive-through or carry-out character (on a 120 foot right-of-way thoroughfare, 1,000 yard spacing from another restaurant, Section 16.02.C), outdoor cafes (Section 16.02.D), public utility buildings, transformer and regulator stations, and private clubs and places of worship.

Within the Lapeer Road Overlay District only, additional special uses are available: automotive retail and service, dealerships, body shops, equipment repair and sales, banks, drive-through restaurants, veterinary clinics with boarding, and hotels and motels (Section 16.02.H).
