Prosper's UDC calls this a home-based business and, following Texas HB 2464 (2025) and Sec. 229.902 of the Texas Local Government Code, a no-impact home-based business cannot be prohibited, licensed, or forced to rezone as long as it stays within the property's occupancy limit, does not generate on-street parking or a substantial traffic increase, has no activity visible from the street, and does not substantially increase noise (UDC 2.07.D.24.a to e). The Town's supplemental rules on top of the state standard include no hazardous material storage, no more than 2 patron or business vehicles present at a time, no traffic beyond normal residential volumes, and screened outdoor activity only (UDC 2.07.D.24.h to k). The UDC lists specific allowed uses (for example accountant, artist, tutoring up to 3 pupils, internet-based business) and specific prohibited uses (for example salon, restaurant, vehicle repair, on-premise retail sales except cottage food) in UDC 2.07.D.24.l and m.
