H — Historic Overlay

A Certificate of Appropriateness (COA) is required before new construction (including an accessory dwelling unit), most reconstruction, alteration, or demolition of a building, structure, or visible exterior feature, and before certain exterior paint color changes in the Commercial Area, within the Historic Overlay boundary (Sec. 204Z). Routine maintenance and repainting in the same color are exempt; in the Residential Area, painting, sidewalks/paving, landscape changes, and non-screening fences are also exempt.

Table 2-26 marks each use permitted (P), permitted with additional use-specific criteria (C), permitted only as an accessory use (A), permitted only as a temporary use (T), permitted only with a Specific Use Permit (S), or prohibited (blank cell). A use marked S requires City Council approval of a Specific Use Permit under Sec. 203C.3 before it may operate. Uses not listed in Table 2-26 are prohibited unless the Director of Planning determines the use is materially similar to a listed use, or the City Council approves a new and unlisted use by resolution.
