Accessory dwelling units require a building permit with a site plan. An ADU may not be sold separately from the primary residence, must share the same utility meter as the main structure, must meet the same setback, height, and architectural rules as a detached garage (except a 20-foot rear setback), and is capped at 50 percent of the primary residence's square footage or 1,200 square feet, whichever is smaller (Sec. 106.05.02.1(f)). The residential use table (Article V, Table A) permits "Dwelling, accessory" (P) only in the SF-RE Single-Family Ranchette Estate District; the cell is blank (prohibited) for every other base residential district in that table, including SF-1 through SF-4, A-1, A-2, SF-X, TH, MH-1, D, and MF. The nonresidential use table (Article V, Table B) separately shows "Dwelling, accessory" permitted (P) in the AG Agricultural District.
