Uses marked S or S-# in the Use Chart need a Specific Use Permit. The Development Services Director initiates review, the Planning and Zoning Commission recommends, and the City Council decides after public hearing and notice under Sec. 2.10.04; approval does not change the zoning classification. Applications require a site plan (Sec. 2.10.07), the Council may attach conditions and time limits, and an SUP expires if no substantial development progress is made within one year unless extended. Enlargement or significant change requires an SUP amendment, and the Board of Adjustment has no jurisdiction over SUP decisions.
