Residential: a fence permit from the Development Services Director is required for any new perimeter fence or relocation of an existing fence (replacement fencing excluded). Fences behind the front yard line may not exceed six feet; fences are not allowed in front of a single family or duplex structure except decorative fences at least 50 percent open and no more than 42 inches tall. Perimeter fences must be masonry, wrought iron, cedar, precast concrete resembling wood, stucco, stone, brick (excluding CMU), or similar-appearance vinyl; chain link is limited to side and rear fences not facing a street, and barbed wire or electric fencing is prohibited except for agricultural use on lots over one acre. A solid masonry fence is required where a subdivision backs to a collector or larger street. Nonresidential and multi-family: a six to eight foot solid masonry screening wall is required where the use sides or backs to R-1, R-2, or R-3; wood fences are expressly prohibited; dumpsters need four-sided masonry-and-gate enclosures.
