Fences and non-building walls may not encroach on rights-of-way, obstruct sight triangles at intersections or driveways, block access easements, or block fire hydrants or utility equipment; the finished side must face off site. Height and material limits are set per district in the Tables 4.3.1 fence rows, measured from the lowest adjacent grade (berms may not be used to gain height). Where chain link is permitted it must be coated dark green or black with no slats. Retaining walls in CD-2, CD-3L, and CD-3 are limited to 15 feet with terracing rules for larger grade changes.
