Can I put a sign in the public right-of-way in Franklin?
Usually no. Section 15.1.2 bars signs in the public right-of-way except government signs, HPO sandwich board signs allowed by the Municipal Code, and sign types that project from a building over a sidewalk. Unauthorized right-of-way signs may be confiscated by Building and Neighborhood Services.
