Does Holly Springs zone land outside town limits?

Holly Springs exercises extraterritorial jurisdiction (ETJ) zoning under NCGS Chapter 160D: the UDO expressly states it "applies to both the corporate limits of the Town and its Extraterritorial Jurisdiction" (Sec. 1.3), and the same Base Districts and dimensional standards in this pack apply on both sides of the town line. ETJ property is outside town limits and pays no town taxes, but any new construction there needs a Holly Springs zoning and building permit, obtained through Development Services at Holly Springs Town Hall, the same as inside town limits. ETJ residents cannot vote in town elections but may serve on the Planning Board, Board of Adjustment, and Parks and Recreation Advisory Board. Bona Fide Farm properties in the ETJ are exempt from UDO zoning regulation under NCGS 160D-903 (Sec. 1.2.6.B) for as long as the farm use continues.
