Chart 1 (Uses Permitted by Zoning District) resolves this by exact use row and district column: "X" means permitted by right, "S" means a special use permit is required under Sections 8 and 9, and a blank cell means the use is prohibited in that district. For restaurants specifically (fetched directly from Chart 1, Page 5 of 8, this session): Restaurant and Carry-Out Restaurant is permitted by right in CL, CF, CH, MU, H-I, G-I, and L-I, and is not listed (prohibited) in CBD or any residential, OG, or OG-R district. Restaurant, Specialty is permitted by right in CF, CH, MU, CBD, H-I, G-I, and L-I. Restaurant, Specialty-Limited needs a special use permit in OG-R, OG, CM-RS-8, CM-R, and CM, is permitted by right in CL, CF, CH, MU, H-I, G-I, and L-I, and is prohibited ("N") in the CCO overlay. Restaurant, Drive-In is permitted by right only in MU and is prohibited in the CCO overlay. For offices, retail shops, personal services, hotels and motels, gasoline sales, vehicle sales and repair, animal and veterinary uses, self-storage, warehousing, breweries, distilleries, and wineries, use the same Chart 1 row for that exact use; those rows were not re-verified this session, so read the row for the specific use rather than assuming it tracks the restaurant rows.
