Can I build a second dwelling or ADU on a Rochester single-family lot?

The current ordinance text does not show a general ADU program. Section 2104 says there cannot be more than one residential dwelling on a recorded lot in a One-Family Residential District, and Section 2102 says an accessory building cannot be designed, built, modified, or used as a separate independent housekeeping or living unit. Treat a second dwelling as not allowed unless Planning and Zoning confirms another current ordinance provision applies.
