Who decides zoning variances in Aubrey?

Aubrey variances go to the Board of Adjustment. Sec. 3 requires four concurring board votes to authorize a variation. The application must show special conditions, that literal interpretation would deprive rights commonly enjoyed by other properties, that the conditions were not caused by the applicant, and that the variance would not confer a special privilege denied to other property in the district.
