Its powers include administrative review of alleged errors in orders, requirements, permits, decisions, or refusals by the enforcing officials, and the power to authorize a variance where, by reason of exceptional narrowness, shallowness, shape, area, or topographic condition of a specific property, strict application of the ordinance would result in practical difficulties to, or undue hardship upon, the owner, provided the relief can be granted without substantial detriment to the public good and without substantially impairing the intent of the ordinance (Section 5.198).
