Special land uses in R-1: cemeteries and crematoriums, churches and private schools, cluster housing (Section 3.36), golf courses, group child care homes, planned unit development (Section 3.37), private non-commercial recreation facilities, public buildings and recreation, public utility buildings without storage, and similar uses (Section 3.2.C). Special land uses are decided by the Township Board after Planning Commission review (Section 6.5.B).

R-1-A — One-Family Residential (R-1-A)

Special land uses match R-1 (cemeteries, churches and private schools, cluster housing, golf courses, group child care homes, PUD, private non-commercial recreation, public buildings, public utilities) plus wetlands planned development (Section 4.65; Section 3.3.C).

R-1-B — One-Family Residential (R-1-B)

Special land uses match R-1 plus age-restricted adult housing (Section 4.10), which is allowed in R-1-B but not in R-1 or R-1-A (Section 3.4.C).

R-1-C — One-Family Residential (R-1-C)

HMR — High and Mid-Rise

Special land uses: age-restricted adult housing, churches and private schools, colleges and universities, nursing homes, hospitals and outpatient centers, golf courses, child care centers, PUD, private clubs, private non-commercial recreation, public buildings, and public utilities; low-rise buildings may also take the R-12-level special land uses (Section 3.10.C).

O-1 — Professional Office (O-1)

Special land uses: communication towers, funeral homes and mortuaries, child care centers and nursery schools, PUD, public utility buildings without storage, and the special land uses of the abutting R-1-A through R-2 districts (Section 3.11.C). Office service hours for adjacent uses are limited; no service before 7:00 a.m. or after midnight (Section 3.33.B.4).

O-2 — Service Office (O-2)

Special land uses: colleges and universities, nursing homes, funeral homes, hospitals and outpatient centers, child care centers, PUD, private clubs and lodges, private non-commercial recreation, and communication towers (Section 3.12.C).

C-1 — Local Retail Business (C-1)

Special land uses: private schools, gasoline self-service stations (Section 4.28), child care centers and nursery schools (Section 4.12), PUD, communication towers, and similar uses (Section 3.13.C). Propane sales and massage therapy are accessory land uses (Section 3.13.D).

C-2 — Linear Retail Business (C-2)

Special land uses: automobile washing facilities (Section 4.33), private schools, fast-food with drive-through abutting single-family residential property (Section 4.27), gasoline service stations (Section 4.28), nurseries and greenhouses (Section 4.32), PUD, child care centers, communication towers, and similar uses (Section 3.14.C).

C-3 — Shopping Center Business (C-3)

Special land uses: gas stations and auto service (Section 4.28), private schools, nurseries and greenhouses, outdoor retail sales of plant material and garden supplies (Section 4.34), PUD, public utility buildings, children's amusement recreation space (Section 4.35), and communication towers (Section 3.15.C).

C-4 — General Business (C-4)

Special land uses: automobile washing facilities, businesses of a drive-in nature (Section 4.38), private schools, open air business uses including retail plant and boat sales (Section 4.34), PUD, self-service storage facilities (Section 4.39), nurseries and greenhouses, and communication towers (Section 3.16.C).

C-5 — Multi-Use (C-5)

The only listed special land use in C-5 is communication towers (Section 3.17.C). Accessory land uses include indoor and outdoor recreation facilities, child care centers, parking structures, broadcast towers and antennas, propane sales, and massage therapy (Section 3.17.D).

C-6 — Shelby Center (C-6)

Special land uses: assisted living and senior housing, funeral homes, child care centers, banks and pharmacies with drive-through service, suites hotels and bed and breakfast inns, big box commercial developments (Section 4.41), seasonal specialty markets, communication towers in non-residential areas, and similar uses (Section 3.18.D). Once a C-6 project is approved, no Zoning Board of Appeals requests are permitted (Section 6.4.F).

L-M — Light Manufacturing (L-M)

Special land uses: mining and extraction (Section 4.52), nurseries and greenhouses, prominently outdoor storage such as truck parking (Section 4.53), PUD, public utility buildings, oil and gas well drilling and operation (Section 4.48), and communication towers (Section 3.19.C).

Registered primary caregiver cultivation of medical marihuana is allowed only in L-M and H-M, in an enclosed locked facility, up to 72 plants, at least 500 feet from any school, child care facility, place of worship, or public park (Section 4.66.D).

H-M — Heavy Manufacturing (H-M)

Special land uses: auditoriums, stadiums and outdoor theaters (Section 4.49), junk yards (Section 4.50), landfills (Section 4.51), mining and extraction, nurseries and greenhouses, PUD, public utility buildings, race tracks (Section 4.54), refuse incinerators and transfer stations (Section 4.55), outdoor shooting ranges (Section 4.56), slaughterhouses and meat packing (Section 4.57), kennels (Section 4.58), communication towers, and municipal or commercial composting (Section 4.64; Section 3.20.C).

REC — Recreation

The only listed special land use in REC is communication towers (Section 3.21.C).

All districts

Special land uses in Shelby Township are decided by the Township Board, not the Planning Commission: the Planning Commission reviews the application and holds any required public hearing, then recommends; the Township Board approves or denies against the Section 6.5.B standards (harmony with the neighborhood, traffic safety, nuisance elimination, no substantial injury to nearby property values). Approval is valid for 2 years, and once granted, no Zoning Board of Appeals requests are permitted for that use; a denial blocks re-application for 1 year unless conditions change (Section 6.5.C).

Site plan review by the Planning Commission is required for essentially all development except one-family homes, a single two-family structure, and farm or accessory buildings; special land uses always need a site plan (Section 6.1.C.1). Site plan approval is also valid for 2 years, and minor amendments can be approved administratively by the planning director (Section 6.1.D).
