Special land uses are decided by the Planning Commission at its discretion after a public hearing, with mailed notice to owners within 300 feet at least 15 days ahead (§ 770-11; § 770-13). In One-Family Residential they include churches (§ 770-74), group day-care homes and day-care centers in an existing church or school (§ 770-59), public-safety and utility buildings, bed and breakfasts (§ 770-78), senior accessory housing (§ 770-71), golf courses, cemeteries (§ 770-50), community centers (§ 770-51), and reuse of school buildings (§ 770-87).

A few items go to the City Commission instead, after a Planning Commission recommendation: residential accessory parking lots (§ 770-73), alcohol plans of operation (§ 770-52B), marihuana establishments (§ 770-52.1), PUD rezonings (§ 770-98A), and rezonings and text amendments (Art. XII).

An approved special land use permit is void if no building permit issues within one year, and there is a one-year bar on reapplying (§ 770-11D, E).
