RM-2 uses Rochester terminology of special exception and conditional uses. Mixed residential-office developments, resident-serving businesses in large multifamily buildings, and multifamily buildings over two stories but not more than eight stories and 100 feet require special exception review under the district article and Article 26 procedures.

CBD — Central Business District

Section 1103 lists CBD special exception uses, including a bus station, outdoor dining incidental to a restaurant or tavern, a funeral home, an adult bookstore/cabaret/motion picture theater subject to strict spacing limits, overnight lodging facilities with rental units of at least 250 square feet that are not on street level, and short-term rental in accordance with the Rochester Rental Property Ordinance (City Code Chapter 12), to the extent residential uses are otherwise permitted.
