RA — Residential Acreage

Special land uses in RA (Section 3.1.1.C) include raising nursery plant materials (Section 4.6.1), dairies (Section 4.7), keeping and raising of livestock (Section 4.8), places of worship (Section 4.10), elementary through secondary schools (Section 4.3.2), utility buildings (Section 4.11), group day care homes, day care centers, and adult day care centers (Section 4.12.1), private noncommercial recreation areas, institutional or community recreation centers, and nonprofit swimming pool clubs (Section 4.13), private swimming pools (Section 4.16, which itself describes pools as a permitted accessory use; see the permitted uses note), golf courses (Section 4.14), colleges on sites of at least 40 acres (Section 4.15.1), cemeteries (Section 4.2), railroad rights-of-way, mortuary establishments on a major thoroughfare (Section 4.17), bed and breakfasts (Section 4.18), and limited nonresidential use of historic buildings (Section 4.9).

Special land uses require a public hearing under Section 6.2 before the deciding body acts.

R-1 — One-Family Residential (R-1)

Special land uses in R-1 (Section 3.1.2.C) include places of worship (Section 4.10), elementary through secondary schools (Section 4.3.2), utility buildings without storage yards (Section 4.11), group day care homes, day care centers, and adult day care centers (Section 4.12.1), private noncommercial recreation areas and nonprofit swimming pool clubs (Section 4.13), private swimming pools (Section 4.16, which itself describes pools as a permitted accessory use; see the permitted uses note), golf courses (Section 4.14), colleges on at least 40 acres with 80 foot building setbacks (Section 4.15.1), cemeteries (Section 4.2), railroad rights-of-way, mortuary establishments on a major thoroughfare (Section 4.17), and bed and breakfasts, which must front a collector or arterial road and may not sit inside a single-family subdivision (Section 4.18).

Special land uses require a public hearing under Section 6.2. The same list applies in R-2, R-3, and R-4 (Sections 3.1.3.C, 3.1.4.C, 3.1.5.C, amended by Ord. 18.302, 6-26-2023).

R-2 — One-Family Residential (R-2)

The R-2 special land use list matches R-1 (Section 3.1.3.C): places of worship, schools, utility buildings, group day care homes, day care centers, and adult day care centers, private noncommercial recreation, golf courses, colleges, cemeteries, railroad rights-of-way, mortuary establishments, bed and breakfasts, and private swimming pools (Section 4.16, which itself describes pools as a permitted accessory use; see the permitted uses note), each with its Article 4 conditions. R-3 — One-Family Residential (R-3)

RT — Two-Family Residential

The RT special land use list is marked Reserved; no special land uses are currently listed for this district (Section 3.1.6.C).

RM-1 — Low-Density, Low-Rise Multiple-Family

Special land uses in RM-1 (Section 3.1.7.C): convalescent homes, assisted living facilities, hospice care facilities, and child care centers, which need 1,500 square feet of land per bed and, for child care centers, 100 square feet of outdoor play area per child with a minimum 2,800 square feet of fenced outdoor play area, no building closer than 40 feet to any property line (Section 4.21), plus accessory buildings and uses incident to those uses. A public hearing under Section 6.2 is required.

RM-2 — High-Density, Mid-Rise Multiple-Family

Special land uses in RM-2 (Section 3.1.8.C, amended by Ord. 18.282, 7-08-2019): retail commercial services and office uses that are clearly incidental to the principal residential use, fully inside the principal building with no exterior sign, on the first floor or below (Section 4.22); convalescent homes, assisted living facilities, hospice care facilities, and child care centers (Section 4.21); and accessory buildings and uses. A public hearing under Section 6.2 is required.

B-1 — Local Business

Special land uses in B-1 (Section 3.1.10.C, amended by Ord. 18-286, 6-4-2018): mortuary establishments (Section 4.17), publicly owned buildings, utility buildings without storage yards, and gas regulator stations with service yards (Section 4.26), and sit-down and fast food carryout restaurants within a planned commercial center of at least 15,000 square feet of gross floor area (Section 4.91). A public hearing under Section 6.2 is required.

B-2 — Community Business

Special land uses in B-2 (Section 3.1.11.C): fueling stations (Section 4.29), outdoor sale of produce and seasonal plant materials (Section 4.30), and veterinary hospitals or clinics (Section 4.31). A public hearing under Section 6.2 is required.

B-3 — General Business

Special land uses in B-3 (Section 3.1.12.C): outdoor sales space for new or used automobiles, campers, recreation vehicles, and mobile homes or rental of trailers and automobiles (Section 4.36), motels (Section 4.28), businesses in the character of a drive-in or open front store (Section 4.37), veterinary hospitals or clinics (Section 4.31), plant materials nurseries (Section 4.6.2), public or private indoor and private outdoor recreation facilities (Section 4.38), mini-lube or oil change establishments (Section 4.39), outdoor produce sales (Section 4.30), and restaurants in the character of a fast food carryout, drive-in, fast food drive-through, or fast food sit-down (Section 4.40).

This is the main district where a drive-through restaurant can be approved, and it takes a public hearing and special land use approval (Section 6.2).

I-1 — Light Industrial

Special land uses in I-1, allowed only where the site does not abut a residentially zoned district (Section 3.1.18.C): metal plating, buffing, polishing, and molded rubber products (Section 4.48); limited-needs uses serving the industrial district, subject to Section 4.43, such as financial institutions, industrial clinics, and industrial tool and equipment sales, plus restaurants and motels (Section 4.49); automobile service establishments (Section 4.50); self-storage facilities (Section 4.51); ancillary retail sales (Section 4.52); central dry cleaning plants or laundries (Section 4.53); railroad transfer and storage yards; tool, die, gauge, and machine shops; storage facilities for building materials and contractor's equipment (Section 4.54); municipal uses; media production facilities (Section 4.47); and outdoor space for parking licensed rental vehicles (Section 4.90). A public hearing under Section 6.2 is required.

NCC — Non-Center Commercial

Special land uses in NCC (Section 3.1.20.C): day care and adult day care centers (Section 4.12.3), places of worship (Section 4.10), private clubs and lodge halls, museums, utility buildings without storage yards, and veterinary hospitals or clinics (Section 4.31).

Residential is also possible as a special land use: multiple-family dwellings and elderly living facilities under the RM-1 standards, two-family dwellings and shared elderly housing under the RT standards, and one-family detached dwellings and related uses under the R-4 standards (Section 3.1.20.C). A public hearing under Section 6.2 is required.

OS-1 — Office Service

Special land uses in OS-1 (Section 3.1.21.C): mortuary establishments (Section 4.17), publicly owned buildings and utility offices without storage yards or transformer stations, day care and adult day care centers (Section 4.12.2), public or private indoor and private outdoor recreation facilities (Section 4.38), instructional centers larger than 2,000 square feet (Section 4.62), and related accessory uses (Section 4.19). OSC — Office Service Commercial

Special land uses in OSC (Section 3.1.22.C): retail commercial business uses (Section 4.66), sit-down restaurants (Section 4.41.3), amusement and entertainment uses (Section 4.67), day care and adult day care centers (Section 4.12.2), and public or private indoor and private outdoor recreation facilities (Section 4.38). A public hearing under Section 6.2 is required.

OST — Office Service Technology

OST's special land uses form a Retail Service Overlay under Section 3.19: retail business uses, retail business service uses, restaurants and banquet facilities, and fast food drive-through restaurants, each subject to Section 4.78 and permitted only in the overlay areas defined by Section 3.19 (Section 3.1.23.C). A public hearing under Section 6.2 is required.

RC — Regional Center

Special land uses in RC (Section 3.1.24.C): open air business uses (Section 4.80), outdoor sale of produce and seasonal plant materials (Section 4.30), microbreweries and brewpubs (Section 4.35), and, subject to the Section 3.10 B-2 requirements, retail business uses, retail service uses, retail or service establishments (Section 4.27), and sit-down, fast food carryout, and fast food sit-down restaurants (Section 4.78.2). TC — Town Center

Special land uses in TC are decided by the City Council after Planning Commission review and recommendation (Section 3.1.25.C, amended by Ord. 18-277, 1-23-2017): open air business uses (Section 4.80.1), outdoor sale of produce and seasonal plants (Section 4.30), veterinary hospitals or clinics (Section 4.31), microbreweries and brewpubs (Section 4.35), and fast food drive-through restaurants (Section 4.40).

TC-1 — Town Center 1

Special land uses in TC-1 are decided by the City Council after Planning Commission review (Section 3.1.26.C): open air business uses (Section 4.80.1), outdoor produce sales (Section 4.30), veterinary hospitals or clinics (Section 4.31), fast food drive-through restaurants (Section 4.40), and microbreweries (Section 4.35).
