Special exception uses listed in any district require City Council review and approval following a recommendation process, distinct from a use that is simply permitted by right. Site plan review under Secs. 158.235 through 158.245 applies to most special exception uses and to permitted uses so designated in each district's own text; more than one use on a lot generally requires a totally-designed development under single ownership. Confirm which category (permitted, permitted with conditions, or special exception) applies to a specific proposed use in the applicable district section before proceeding.
