RM-15 — Multiple-Family Residential

Permitted by right: multifamily dwellings, parks/public recreation, single-family dwellings, townhouse dwellings as part of a planned complex, community residential homes with six or fewer residents (Sec. 158.224), family day care homes. Special exception: golf course, publicly-owned building or use, single-family cluster dwellings as part of a planned complex.

GU — General Use

Permitted by right: agricultural uses (crop, poultry, livestock, dairy, fruit, nursery, apiary, fish hatchery, forestry; hog/pig/goat raising and feed lots are prohibited), parks and public recreation, publicly owned buildings, single-family dwellings, public/nonprofit camping areas, and stables/riding academies. Special exception uses (City Council approval): airports, cemeteries, golf courses, mining, retail plant nurseries, public utility facilities, wireless communication towers, billboards on OSC/OSR land, solar generation stations, and construction/demolition debris recycling facilities.

RE — Estate Residential

Permitted by right: parks/public recreation (site plan review), single-family dwellings, community residential homes with six or fewer residents (1,000-foot spacing rule, Sec. 158.224), family day care homes. Special exception: guest house on a lot over 1 acre; private dock without a principal structure.

RS-1 — Single-Family Residential

Permitted by right: parks/public recreation (site plan review), single-family dwellings, community residential homes with six or fewer residents (Sec. 158.224), family day care homes.

RS-2 — Single-Family Residential

Permitted by right: parks/public recreation (site plan review), single-family dwellings, community residential homes with six or fewer residents (Sec. 158.224), family day care homes. Special exception: a temporary (2-year) commercial parking lot tied to a Land Use Conversion Manual conversion area, subject to detailed conditions.

RS-3 — Single-Family Residential

Permitted by right: parks/public recreation (site plan review), single-family dwellings, community residential homes with six or fewer residents (Sec. 158.224), family day care homes.

RM-5 — Multiple-Family Residential

Permitted by right: multifamily dwellings, parks/public recreation, single-family dwellings, townhouse dwellings as part of a planned complex, community residential homes with six or fewer residents (Sec. 158.224), family day care homes. RM-8 — Multiple-Family Residential

RMH — Mobile Home Residential

Permitted by right: mobile home park (Sec. 158.220), parks/public recreation, and detached single-family dwelling conversions of existing mobile home units under the replacement standards in subsection (L). Special exception: golf course.

OSR — Open Space-Recreational

Permitted by right: public parks/recreation/cultural facilities (with or without an alcoholic beverage license), public and private golf courses, the Port St. Lucie Botanical Gardens, and public drainage facilities. Special exception: marinas, wireless communication antennas/towers, billboards on OSC/OSR land.

OSC — Open Space-Conservation

Permitted by right: conservation open space, hiking/bicycle trails, nature study areas and boardwalks, picnic areas, boat ramps or docks, experimental stations, observation towers/platforms, and outdoor-exhibit pavilions. Special exception: public/nonprofit camping areas, drainage areas serving adjacent development, wireless communication antennas/towers.

I — Institutional

Permitted by right: cemeteries, enclosed assembly areas (with or without alcohol license), parks, schools (public/private/parochial, K through 12 including VPK), assisted living facilities (Sec. 158.224), nursing/convalescent homes, publicly-owned buildings, group care homes and community residential homes (Sec. 158.224), and funeral homes. Special exception: colleges/technical/vocational schools including dormitories, hospitals and freestanding emergency departments, public utility facilities including wireless towers, and publicly-owned buildings with drive-through service.

P — Professional

Permitted by right: offices for administrative/business/professional use, barber or beauty shops, fine/performing arts studios (sales incidental only), enclosed assembly areas of 3,000 sq. ft. or less, and one incidental dwelling unit integral to the principal structure. Special exception: any building over 35 feet in height, model home centers, larger enclosed assembly areas, and any permitted use with drive-through service.

CN — Neighborhood Convenience Commercial

Permitted by right, capped at 5,000 sq. ft. gross floor area per use, no outdoor sales or drive-through service: retail/business/personal service uses wholly enclosed (including off-premises beer/wine sales), dry cleaning pick-up stations, restaurants without drive-through, offices, enclosed assembly areas of 3,000 sq. ft. or less, and one incidental dwelling unit integral to the principal structure. Special exception: larger enclosed assembly areas, publicly-owned buildings, public utility facilities, service stations, retail plant nurseries with outdoor sales, convenience stores with fuel service (no drive-through), and bars/lounges/night clubs.

CG — General Commercial

Permitted by right: enclosed retail/business/personal service uses, horticultural nurseries, offices, restaurants (with or without alcohol license), motels/hotels, enclosed assembly areas of 3,000 sq. ft. or less, brewpubs (under 10,000 kegs/year), one incidental dwelling unit, enclosed kennels, medical marijuana dispensing facilities, pharmacies, and cat cafes (Sec. 158.235). Special exception: larger enclosed assembly areas, public utility facilities, car washes, kennels with outdoor runs, bars/lounges/night clubs, schools, vehicle/boat/farm equipment sales, automobile fuel sales, vehicle repair, convenience stores with fuel service, hospitals/nursing homes, drive-through service on any permitted use, and pain management clinics (Sec. 158.231).

CH — Highway Commercial

Permitted by right: automobile service stations/truck stops, vehicle repair (enclosed), motels/hotels, restaurants including drive-through, tourist-oriented retail (gifts, jewelry, sundries, photo supplies), off/on-premises alcohol sales, convenience stores with fuel service, and enclosed assembly areas of 3,000 sq. ft. or less. Special exception: vehicle/boat/farm equipment sales, RV parks/campgrounds, larger enclosed assembly areas, bars/lounges/night clubs.

CS — Service Commercial

Permitted by right (fully enclosed unless noted): any CG permitted use, vehicle repair, building material sales, cabinet/contractor shops, commercial laundry, sign company, public/semi-public facilities, trade shops, wholesale, food processing, manufacturing/assembly/warehousing, broadcasting, analytical labs, enclosed assembly areas of 3,000 sq. ft. or less, one incidental dwelling unit, and enclosed kennels. Principal uses that need not be enclosed (behind an 8-foot opaque fence/wall): public utility facilities, vehicle/farm equipment sales, lumber yards, storage yards, mobile home sales/storage, open storage, warehousing, equipment rental, and self-service storage (Sec. 158.227). Special exception: kennels with outdoor runs, larger enclosed assembly areas, wireless towers, commercial driving schools, RV parks, construction/demolition debris recycling, indoor shooting facilities, drive-through service, bars/lounges/night clubs, car washes, schools, automobile fuel service, convenience stores with fuel, secondary metals recyclers, medical marijuana dispensing, and pharmacies.

WI — Warehouse Industrial

Permitted by right (fully enclosed unless noted): cabinet/carpentry/trade shops, food processing, cold storage warehousing, manufacturing/assembly/warehousing, public/semi-public facilities, warehousing (capped at 30 percent office/retail), broadcasting stations, vehicle repair, commercial laundry, analytical labs, wholesale trade (capped at 50 percent display/office area, including alcohol wholesale), furniture sales, enclosed assembly areas of 3,000 sq. ft. or less, retail/business services serving industrial facilities, one incidental dwelling unit, commercial driving schools, fine arts studios, music recording studios, microbreweries, and virtual auto sales (Sec. 158.212). Principal uses that need not be enclosed (behind an 8-foot opaque fence/wall): public utility facilities, equipment rental, open storage warehousing, building material sales/lumber yards, and self-service storage. Special exception: RV parks, construction/demolition debris recycling, indoor shooting facilities, wireless towers, larger enclosed assembly areas, and secondary metals recyclers.

IN — Industrial

Permitted by right (fully enclosed unless noted): manufacturing/assembly/warehousing, research and development, public/semi-public facilities, broadcasting and telephone call centers, analytical labs, warehouses, wholesale trade/distribution, accessory office space, retail/business services serving industrial facilities, adult entertainment, facility-based youth day treatment, commercial laundry, microbreweries, vehicle repair, and medical marijuana dispensing organizations. Principal uses that need not be enclosed (behind an 8-foot opaque fence/wall): public utility facilities, open storage warehousing, and equipment rental. Special exception: custodian/watchman housing, construction/demolition debris recycling, wireless towers, RV parks, airports, commercial driving schools, kennels with outdoor runs, other high-intensity heavy industrial uses, billboards, solar generation stations, secondary metals recyclers, and cat cafes.

U — Utility

Permitted by right: utility facilities, stormwater systems (canals, lakes, retention areas, control structures), water/wastewater plants, electrical substations/transmission facilities, telephone/cable facilities, publicly-owned buildings. Special exception: billboards, power generating facilities, wireless communication antennas/towers, solar generation stations.

LMD — Limited Mixed Use District

Permitted by right: any Professional (P) district use; any RM-11 use; retail/personal service uses wholly enclosed, off/incidental-on-premises beer and wine sales (not gas/convenience), capped at 50 percent of building gross floor area with no single use over 5,000 sq. ft.; restaurants of 5,000 sq. ft. or less. Special exception: any P special exception use; any RM-11 special exception use; retail plant nurseries; retail/personal service uses exceeding 50 percent of building area; any use exceeding 5,000 sq. ft.

PUD — Planned Unit Development

No fixed use list; a PUD's permitted uses are whatever the adopting rezoning ordinance and approved conceptual development plan designate as compatible, which may include residential, cultural, recreational, business, commercial, or industrial uses. That approval action carries the same force as a conventional district's use table. Commercial or industrial uses within a PUD are generally limited to serving the PUD itself unless the City finds the land appropriately located to serve the larger community and consistent with the Comprehensive Plan (Sec. 158.174(L)).

MPUD — Master Planned Unit Development

MPUD permitted uses are set by the approved MPUD conceptual master plan and regulation book, which governs mixed-use, large-scale New Community Development (NCD) tracts and prevails over this chapter's general provisions where they conflict (Sec. 158.185(B)).
