Home-based businesses are allowed only as a conditional use accessory to a residential use (Table 4.1.6 marks them CU in every residential and mixed-use district that permits them, never a P use). Conditions: comply with all applicable federal, state, county, and City laws including City business tax requirements; no more than 2 non-resident employees or independent contractors may work on site (remote employees who do not work at the residence are unlimited); vehicles must park in the driveway or legal parking spaces, not in the right-of-way, on sidewalks, or on unimproved surfaces, and heavy equipment parking is prohibited; the property must remain visually consistent with the surrounding residential area, with no retail transactions at a structure other than the residence itself; signage must comply with Article 7; and the business may not create noise, vibration, heat, smoke, dust, glare, fumes, or noxious odors, or violate hazardous-materials regulations (Sec. 5.11.10.A through G).
